Man faces domestic-abuse charge

Authorities have accused an Iowa City man of committing domestic abuse.

Arseno Silas, 28, 1601 Aber Ave., was charged June 21 with third/subsequent domestic-abuse/assault and trespassing resulting in injury/damage more than $200.

According to the arrest affidavit, Silas went to Shakespeare’s on June 21 to meet with the victim and got into an argument with the victim’s friend. Then, the affidavit said, Silas went outside with the victim and reportedly pushed the victim around and onto the ground.

Silas left the scene, the affidavit said, but returned later and picked up a stool “in a threatening manner.” A customer attempted to stop Silas, the affidavit said, and was injured by Silas.

The affidavit said Silas was asked to leave numerous times. Silas has been arrested for domestic assault before, the affidavit said, once in 2015 and again in March.

Silas has been taken into custody, the affidavit said.

Local man charged with burglary

Authorities have accused an Iowa City man of breaking into a railroad facility.

Kerry Hinsen, 31, address unknown, was charged June 24 with third-degree burglary.

According to the arrest affidavit, officers responded to a burglary call from the Iowa Interstate Railroad building at 3 p.m. on June 24. Hinsen tried to walk away from the scene with a pair of the victim’s gloves, the affidavit said, as the victim attempted to stop him. The pair argued, and Hinsen fled the scene, the affidavit said.

An officer stopped Hinsen a few blocks away, the affidavit said, and he allowed the officer to search him. In Hinsen’s pockets and bag, the affidavit said, were new batteries, power tools, and a unique item owned by the railroad. All of the stolen items were confirmed by the victim as belonging to the railroad, the affidavit said.

Hinsen also had a six pack of beer with one bottle missing in his bag, the affidavit said; spilled beer was found in the railroad.

The affidavit said Hinsen reported he found the batteries lying on the railroad tracks and was given the power tools in a meth trade.

Hinsen has been taken into custody, the affidavit said.

Third-degree burglary is a Class-D felony.
